Immigration minister Kenny announced on August 28, 2008 important
new rules governing the skilled worker class that are retroactive to
February 27, 2008. The Minister said a worker in this class will receive
a decision on his/her application within 6 to 12 months (compared with
up to six years under the old system).
Applicants must obtain 67 points on the selection grid and
a. qualify for one of 38 high-demand occupations in the list
below or
b. have an offer of arranged employment or
c. have been living legally in Canada for 1 year as a temporary
foreign worker or international student.

· Targets (quota) for 2009: Total: 240,000-265,000, Economic:
156,600, Family: 71,000, Humanitarian: 37,400
· Other priority classes: Quebec, Provincial Nominees, the
Canadian Experience Class, & live-in caregivers
· New rules for the skilled worker class are retroactive to
February 27, 2008
· Applications made before Feb 27, 2008, will be processed
under the old rules
· Applicants not meeting the test will not be processed, and
the application fee will be fully refunded
